The 7% rate is from the Manitoba Finance retail sales tax page. That a dealer collects it on the net amount charged for the vehicle is from Information Bulletin RST 054.
For cars, light trucks, SUVs and vans the tax is calculated on the greater of the purchase price and the vehicle’s Manitoba average wholesale price in the Canadian Black Book.
